Hillsborough County commissioners approved rezoning the Pebble Creek golf course for residential development in a 5–2 vote on Sept. 22, ABC Action News reported that day. Commissioners Christine Miller and Ken Hagen voted no.

The vote followed nearly three years of legal proceedings and debate over the site. Commissioners had denied GL Homes' rezoning request in 2023 before the case went through the courts and was sent back for reconsideration, according to the report.

After the Sept. 22 vote, Save Pebble Creek founder Leslie Green told the station her group planned to appeal through the legal process. Jacob Cremer, the attorney for GL Homes, said in a statement that the company was pleased with the approval and described the property as having sat dormant for five years.
