Streetcar extension to Tampa Heights — actually happening?

The free streetcar to Ybor and Water Street has been great. Keep hearing about extending it up toward Tampa Heights / the Heights. Is that funded and real or still a someday thing?

    Studies and planning money, yes. Track in the ground, not yet. The free fare has been the real win — ridership's way up.
